Moscow. 15 August 2022. The Minister of Defense of the Russian Federation held a conference call with the leadership of the Armed Forces at the National Defense Control Center of the Russian Federation under the leadership of the head of the military department, General of the Army Sergei Shoigu.
Opening the meeting, the Minister informed the participants about the course of the special military operation. As the head of the military department stated, the Russian Armed Forces, together with the units of the people’s militia of the Lugansk and Donetsk people’s republics, completely liberated the Luhansk People’s Republic. In the last two weeks alone, 670 square kilometers of its territory have been taken under control.
At the same time, according to Sergei Shoigu, the collective West, in the hope of dragging out the conflict in Ukraine, continues large-scale arms supplies to the Kyiv regime. More than 28,000 tons of military cargo have already been delivered to the country. According to reports, some of the foreign weapons supplied by the West to Ukraine are spreading throughout the Middle East region, and also end up on the black market.
As a result of the successful offensive of the Russian army and units of the people’s republics, the number of foreign mercenaries and employees of private military companies operating in the country has decreased. Over the past ten days, 170 mercenaries have been destroyed, 99 have refused to participate in hostilities and left the territory of Ukraine.
A set of measures is being taken to ensure the safety of navigation in the waters of the Black and Azov Seas. “We,” Sergei Shoigu said, “have created two humanitarian corridors for the movement of civilian ships. The mine danger in the water area of the port of Mariupol has been completely eliminated.”
The forces of the engineering troops are taking measures to clear the territories of the Donetsk and Lugansk people’s republics from mines and explosive objects. More than 3,700 ha have been checked so far. 46379 explosive objects were found and neutralized.
Russian troops provide comprehensive support to the population of the liberated cities. “Today, the main priorities for us are the preservation of the life and health of subordinate personnel, the exclusion of a threat to the security of the civilian population,” Sergei Shoigu said and added that the special military operation would continue until the tasks set by the Supreme Commander-in-Chief were completed.
Further, the minister spoke about the completion of the spring conscription campaign : “More than 89,000 recruits have already been sent to duty stations. Call-up activities are carried out by military commissariats in a planned manner. Military teams are formed in a timely manner, there are no disruptions in sending recruits. The established task for the call of citizens will be completed by July 15 in full.
The head of the military department noted that conscripts who had served in due time returned to their places of residence and, in addition, conscripts were not sent to the zone of a special military operation.
Then the minister outlined the thematic issues of the meeting . Among them is the progress in the implementation of individual development work within the framework of the State Armaments Program in the interests of the Aerospace Forces. In particular, the development by the Vympel design bureau of air-to-air guided missiles of medium and short range. These missiles are designed to equip the modern Su-57 aviation complex and other carriers. The use of new weapons will increase the combat effectiveness of carrier aircraft in air confrontation and increase the range of air targets hit, including small ones and those made using stealth technology. This year, it is planned to complete state tests of missiles and put the first serial batches into operation.
The second issue on the agenda is the implementation of the capital construction plan by the enterprises of the Military Construction Complex. According to the results of the first half of 2022, the construction of 1245 buildings and structures was completed for the Armed Forces. These indicators were achieved in accordance with the plan approved by the Collegium of the Russian Ministry of Defense. Over the past period, the Military Construction Complex has fulfilled the most important state tasks set by the Supreme Commander-in-Chief and a certain State Armaments Program. Military builders take an active part in the restoration of the infrastructure of the Luhansk and Donetsk People’s Republics.
The objects of the Plesetsk cosmodrome were prepared for testing the promising Sarmat fixed-based missile system . This enabled the successful launch of an intercontinental ballistic missile in April. To ensure the daily activities of the troops, as well as comfortable living conditions for personnel and the civilian population, 754 facilities in military districts were put into operation. Residential buildings and dormitories have also been built to accommodate more than 2,000 servicemen and their families.
At the same time, the Military Construction Complex implemented significant social infrastructure projects for the regions. Among them is a modern medical complex with a polyclinic and a hospital on the basis of the Istra Regional Hospital.
By the end of the year, the enterprises of the Military Construction Complex will have completed all the target tasks for creating the infrastructure of forces and means of nuclear deterrence, the airfield network and complex storage arsenals.

In the context of unprecedented sanctions pressure on Russia from the collective Zapad, the only opportunity for the widespread introduction of artificial intelligence technologies is the transition to the use of domestic software and hardware platforms and data sets for training. The most important condition for solving this problem is the consolidation of the efforts of specialists from all over the country at all levels: scientific, technological, administrative-legal, sectoral, territorial and socio-humanitarian.
That is why the motto of the Congress “Strategic leadership and artificial intelligence technologies” in 2022 was chosen -“National consolidation in the name of creation!”
